House listing Abstract
& Details
To an uninitiated viewer not accustomed to census terminology the term
houselisting may seem a bit unfamiliar. Actually in Indian census it
is a legacy from the past when census used to be a one-night affair.
To help the enumerators to properly visit and count every household
within their respective jurisdiction a house list was used to be
prepared for every block or area to be enumerated by individual
enumerators by local level officials. This later came to be known as
houselisting. With the discontinuance of one night census since 1931
there was a debate if houselisting need be also be discontinued. But
it was realized that houselisting had served a very useful purpose in
ensuring reduction of coverage error to almost negligible levels in
Indian census and that reputation may be eroded to great extent if it
was decided to dispense with houselisting. Accordingly since 1941
census in India has been conducted in two phases: a) Houselisting
which is generally conducted one-year prior to the main census and b)
the main census or population enumeration. But it was not until 1961
that houselisting also became a tool for collection of amenities data
at the household level apart from the basic aim of providing the
enumerators with a list of houses and households for the enumeration
block. Thus during houselisting the emphasis is on the houses and
households whereas during census proper the emphasis shifts to the
individual.
While conditions of houses and amenities available
to households had been collected since 1961 a special emphasis had
been placed during census of India 2001 to collect data on various
amenities available to households including availability of transistor
/ radio, television, telephone, bicycle, motor cycle / scooter /
moped, car / jeep / van and banking facilities. It is hoped that this
data will give excellent insight into the living conditions of the
Indian households across the length and breadth of the country.
